Major Projects Undertaken By Topo-Carto Consultants!

1.2006.
Within the overall objectives of the Millennium Project and the National Strategy for Growth and Reduction of Poverty (NSGRP_MKUKUTA), the Ministry of Planning, Economy and Empowerment (MPEE) through the Economic and Social Research Foundation (ESRF) commissioned Dr. F. Lugoe from our firm, in association with Prof. F. Mtatifikolo of the Economics Department of the University of Dar Es Salaam, as Consultants on the "Needs Assessment and Costing of MKUKUTA interventions for the Lands Sector." All needs, linkages and synergies within the lands sector and sub-sectors (land delivery, housing, settlement developments, mapping, disputes settlements, etc) for the medium and longer terms were identified as interventions and appropriately costed.

1.2004/2005.
Dr Furaha Lugoe from our firm undertook and concluded work as Lead Consultant in developing the strategic plan for the implementation of the land laws (SPILL), for the lands and settlements sector but including other related sectors. The strategic plan was developed under the auspices of the European Union (EU) and the Ministry for Lands, Housing and Human Settlement Development (MLHHSD). We provided expertise on land administration and land policy on this project that covers technical and policy matters, including the regularisation of settlements. This strategic plan considers the contribution of the lands sector to government policy objectives including poverty reduction, good governance, environmental protection and preservation, urban development, etc.

3.2003-2004.
Cadastral survey of urban plots: (i) in the Dar Es Salaam 20,000 plots project in Mwanagati and Dungu Farm of Temeke Municipality; (ii) Towards individualisation of title for owners of houses on Tanzania Ports Authority (TPA) Estates in the Kinondoni, Temeke, Ilala and Mtwara-Mikindani Municipalities as well as in the City of Tanga; and (iii) for individual customers in Makongo Juu, Ukonga Karakata, Ukonga Sitakishari and Mbezi Luguruni areas of Dar Es Salaam City with delivery of Title.

4.2003,2004.
Dr Furaha Lugoe of T-CC Ltd actively participated in the two Sustainable Cities Initiative Seminars between Canada and the Dar Es Salaam City Council (December, 2003 & March 2004), on invitation by the City. The invitation was extended in recognition of contributions made by our firm in advancing land administration services in the City. The firm is well versed with the pressing needs and aspirations of the City Council with regard to improving informal settlements, among others. The firm has also actively participated in the Annual meetings of Land Surveyors with presentation and discussion of papers on topical issues. Similarly, within the Institution of Surveyors of Tanzania (IST) where T-CC's CEO and Lead Consultant served as President for over five years. He is still active in the geo-informatics fraternity serving on the Steering Committee of the National Spatial Data Infrastructure (NSDI)

5.2002/2003.
Topo-Carto Consultants was commissioned by TANROADS to Check Topographical Geo-referencing Data used by the Consultant in the design of the Singida-Shelui Road Section of the Singida-Nzega Road. A substantial discrepancy was proved to exist between the Consultant's design and the ground truth by our firm and consequently quantified for remedial action. Subsequent to the completion of this project, the firm was retained by TANROADS to establish a Geo-referencing Framework for the redesign of this Singida Shelui Section of the Singida Nzega Road by another newly commissioned Road Designer. The World Bank financed the project.

6.2000/2001.
T-CC's Dr Lugoe provided technical services to the first ever Public Expenditure Review (PER) Study conducted for the Lands and Settlements Sector. The study was conducted under the auspices of the University of Dar Es Salaam's Economics Department, the World Bank and the Government of the United Republic of Tanzania. The study unveiled the weaknesses and strengths of the sector with recommendations on key issues including revenue generation towards sustainability. It reviewed the settlements policy of 2000 and its facilitation in both urban centres and villages. The study concluded with a report that has since provided an informed expenditure framework of the Ministry of Lands and Human Settlement Development (MLHSD) in addressing land delivery to developers and rehabilitation and regularisation of settlements.

7.1997/2001.
Topo-Carto Consultants undertook the resurvey and re-titling of eight encumbered sisal estates in Korogwe, Lushoto, and Same Districts of a total area exceeding 20, 000 Ha. The method of excisions was used to provide villages (surrounding the estates) with land for resettlement and farming. The needs for land in surrounding villages, as delimited by the Government prior to this exercise, were consolidated into land rights, providing land for building and farming ventures. This work was undertaken for the Presidential Sector Reform Commission (PSRC) and financed by the World Bank.

8.1995/1998.
The firm's Dr. Furaha Lugoe was commissioned as Consultants to the Dar Es Salaam Port Entrance Channel Improvements at tender documentation stage financed by the World Bank in respect of charts, quantities and environmental matters. The assignment was later extended to include the role of Assistant Engineers and Project Managers to the ORET/THA financed Entrance Channel Improvements of the Dar Es Salaam port. These improvements included the dredging of the entrance channel and the firm teamed up with other Consultants on the project in supervising the contract
